We are seeking two Construction Managers for permit-required pipeline works along public roads in the Southern Region for the Swedish Transport Administration (Trafikverket).

• One consultant will work with the regions of Malmö, Eslöv, Söderslätt, Helsingborg, and Bjäre-Åsbo.

• One consultant will work with Österlen, Linderöd, and Göinge.

The assignment is a full-time consulting engagement. The consultant is responsible for providing their own office workspace and necessary tools. Trafikverket may, if needed, assign a workplace in their premises for certain tasks.

The assignment involves close collaboration with the client, which places high demands on flexibility and teamwork skills.

The Assignment

The Construction Manager is responsible for managing permit-required pipeline works along public roads in the Southern Region for Trafikverket. The role involves supporting Trafikverket's pipeline handlers and project managers, ensuring that tasks are performed according to agreed results and functions, and assisting with other maintenance tasks as needed. The Construction Manager must ensure good communication and collaboration with pipeline owners, contractors, and Trafikverket's contact persons. The role also includes knowledge transfer to Trafikverket's staff and prioritization of production and results when necessary.

Tasks

• Review of the pipeline owner's preparations, both on-site and through document review.

• Attend critical works and meetings with pipeline owners, project managers, pipeline handlers, and contractors, both at the office and on-site.

• Identify, analyze, investigate, monitor, and follow up on cases within and related to the contracts.

• Monitor, control, and ensure that pipeline works comply with pipeline permits through spot checks, controls, and inspections on-site.

• Monitor the road authority's requirements for traffic safety, environment, and working conditions for employees and road users, including control of traffic arrangements according to "Work on Roads".

• Search for history regarding laid pipelines and drive issues regarding pipeline relocation with the relevant pipeline owner on behalf of Trafikverket.

• Establish and maintain good collaboration forms and direct contact with the permit holder or their contractor.

• Act as support and contact point for Trafikverket's pipeline handlers in decision-making and inspection management.

• Be a constructive, critical, and guiding dialogue partner for both Trafikverket and the contractor, with a focus on collaboration and results.

Requirements (NOTE: Mandatory)

Safety and Working Environment for Road Work:

Good knowledge and ability to organize and perform safety checks according to Trafikverket's regulations, primarily:

• TRVK Apv TDOK 2012:86 (version 4.0)

• TRVR Apv TDOK 2012:88 (version 4.0)

Certification according to steps 2.2 and 3 according to TDOK 2018:0371 "APV Competence in Procured Activities - Contracting and Engineering Services".

Driver's License:

• Valid driver's license, minimum class B (car).

Experience in Construction Management:

• Experience working in trafficked road environments.

• Independent documentation and communication of protocols and agreements with pipeline owners and handlers.

• Independent performance of final inspections and warranty inspections of pipeline cases.

• Knowledge of contracts and agreements regarding pipeline cases.

• Experience in regulatory authority work.

• At least one year of practical experience as a construction manager or equivalent in a road environment during the last five years.

• Practical experience of pipeline laying.

• Knowledge of road construction and road structure.
